Treat the city as a progression gate: complete the visible city requirement, deliver the requested output, then check which customer, mission, secret, or character upgrade becomes available.

Trace the requested output backward through its furniture, refined materials, machines, and raw resources before producing a large batch.
Deliver or build at the named city target, then wait for its model, marker, or objective state to change.
Check customers, missions, secrets, and character upgrade options immediately so the next production run has a clear purpose.
Failure branch
Re-read the active requirement and check whether it expects a finished object, a set, a build action, or a mission handoff. Similar material names and partial sets do not satisfy a finished requirement.
Completion signal
The upgrade is complete when the city state changes and at least one new customer, mission, secret, or character-upgrade route appears.
Start over
Return to the first condition that is not yet true instead of repeating the final action.
