Stand at the platform edge
Walk onto the cannon platform and inspect the ground below it. The blueprint is underneath the structure, not beside the crafting bench.
Use the green bushes as the landing marker
Look for the patch of green bushes below the cliff. Line up with the shortest safe drop toward that patch before stepping off.
Walk across the blueprint
Move under the platform beside the bushes and collect the paper from the ground. The recipe should then appear for the mission.

This recipe is a world pickup, so searching benches or waiting for a normal level unlock will not reveal it. If the platform is absent, continue the main mission chain. If it exists, inspect underneath it and save before the cliff drop when health is low.
